Two different counts
The citywide figure is an inventory total: every property/address record imported from the City assessment source, whatever its class or condition. It says nothing about any business. “Properties with a potential pathway” is profile-specific: it counts inventory records whose recorded land-use district lists your proposed use for your building scenario. Records whose source label names several districts, or Direct Control, are never counted, because they have no single applicable list.
District lists that apply only under conditions this tool does not evaluate — public-area thresholds, prior approvals, parcel history — are withheld rather than simplified, so the pathway count is a floor, not a ceiling.

Publication controls
Source imports create candidates. Schema, geometry, row counts and checksums are checked before publication. A release may restate published bylaw use lists as transcribed rules; asserting a professional determination, a reviewed classification or a verified parcel needs a recorded reviewer approval, which the public app cannot give. Prior releases and saved reports retain their original versions.
